Our Commander

Lt Col Lynn Walker, CAP

Lieutenant Colonel Lynn E. Walker serves as the Commander of the New York City Group, Civil Air Patrol. The Civil Air Patrol, with headquarters at Maxwell Air Force Base, is a federally chartered non-profit corporation and the civilian auxiliary of the United States Air Force. Along with the group staff, she provides leadership in fulfillment of CAP’s three primary missions of emergency services, aerospace education, and the cadet program.

She joined the Civil Air Patrol as a Patron Member in 2008, and in 2010 joined the Phoenix Composite Squadron (NY-301) in New York City. Subsequently, she was transferred to the New York City Group (NY-015) and in 2012 she was appointed to the Civil Air Patrol Chaplain Corps.  She withdrew from the Chaplain Corps in 2017 in order to take command of the Academy Cadet Squadron (NY-147) in East Elmhurst.  She accepted the position of NYC Group Commander in 2020.

Lt Colonel Walker was commissioned through the Army Reserve Officer Training Corps upon graduation from Niagara University, and entered active duty in the Army Medical Service Corps at Fort Sam Houston, Texas.  She has served in a variety of leadership positions on active duty and in the Army Reserve. She returned to Niagara University in 1986 as Assistant Professor of Military Science, and in 1990 began an assignment at the 8th Medical Brigade at Ft Hamilton, in Brooklyn, New York. During her time at that headquarters, she functioned as a primary point of contact and facilitator for soldiers and units mobilized in support of Operation Desert Shield and Desert Storm. She retired from the U.S. Army in 1998 with the rank of Lieutenant Colonel.


She is a graduate of the Army Command and General Staff College and the Air Command and Staff College, and she holds a D.Min. from the Graduate Theological Foundation. Her awards include the Army Meritorious Service Medal, Army Commendation Medal, Army Achievement Medal, New York State Conspicuous Service Cross, CAP Commanders Commendation Award, and CAP Achievement Award. Her civilian career history has included parish ministry, education, training management, and human services.
